                Sub: Problems of staff -communication of resolutions adopted in joint
                        Executive committee meeting – reg.

                We bring the following to your kind notice and appropriate early remedial action.
                Our unions Joint Executive Committee meeting was held at the premises of Kovilpatti HPO on 13.07.2013 which discussed problems of staff at length and adopted resolutions urging administration to settle them early.

                Kindly find resolutions adopted in the lists attached herewith.

                It is to be stated that these problems were initially taken up with Divisional level,  discussed  through monthly meetings with the SSPOs, Kovilpatti and through correspondences .  A memorandum of problems of staff had also been submitted to the SSPOs, Kovilpatti Division on       .02.2013 in this regard, by our unions jointly.  Despite all these, various grievances of staff  are still   remaining   unresolved.  Staff    are restive over the issues.

                The Joint Executive Committee meeting of     .07.2013 has decided to launch the following form of democratic struggles to draw attention of the administration to address the problems of staff immediately.

( i )        Massive Demonstration in front of O/O the SSPOs, Kovilpatti , Sankarankovil HO and Tenkasi HO
              on 06.08.2013
( ii )       Massive Dharna in front of the Divisional Office on  13.08.2013

                It has also been decided to intensify the struggles if amicable solutions to the grievances of Staff are not arrived at by the administration.

                We would therefore request you to look into the grievances of staff and take appropriate remedial steps  to  redress them early.

           Menance of man power shortages is at its height now in the Post Offices of Kovilpatti Division as is indicated below:

Shortage is added by deputation of PAs to LSG / HSG Posts, Ten PAs are constantly on training.
 
         All Post Offices are defined for adopting Project Arrow principles and attachment of adequate man power is primary important emphasized under the rules of the Scheme itself.  On the other hand Core Banking Solutions in SB sector has come forefront for implementation involving rectification of huge amount DB analyser discrepancies with reference to records of past years.

        This meeting resolves that SSPOs, Kovilpatti Dn., should take comprehensive action to permit eligible GDS employees and retired personnel to be engaged as substitutes for the vacancies in Post Offices upto the extant of sanctioned strength of staff to eliminate menace of staff shortages in all spheres of services early.

ATTACHMENT OF STAFF AT DO ALL ABOVE SANCTIONED STRENGTH:-

          This meet resolves that working strength of OAs at the office of SSPOs, Kovilpatti Division is highly mismatching with the sanctioned strength of DO.  Staff are excessively dumbed in the name of deputation to DO for unspecified period.  Restore them to operative Offices of their origin as work of these offices are highly deteriorated and as these offices are attached with highly customer care centric under citizen charter formulated by the Department of Posts.  The following operative offices are highly aggrieved and affected in this regard.
( i )  Kovilpatti HO
( ii ) Pudur SO
( iii )Nalatinputhur SO
             Finalize regular selection of OAs and their assignment  for each branch of DO desisting deputations for long duration as is the practice now adopted at DO on seeking permission of the DPS for retaining junior officials if necessary.

SUPPLY OF UNIFORM / KIT ITEMS TO POSTMEN AND GROUP D STAFF OVERDUE.

           This meeting resolves that uniforms and chappals be supplied to all eligible officials of this Division immediately as the supply is overdue.

ROTATIONAL TRANSFERS 2013 – STAFF GRIEVANCES STILL REMAIN UNSETTLED:-

          This meet resolves that Rotational Transfers ordered this year are arbitrary in nature in several cases and in utter disregard of the RT policy guidelines of this year by the Directorate.  Large number  of staff were transferred to remote stations of their present place of their working and against places of their option where staff vacancies exist.  Rejection of their genuine cries for revision of transfers by the administration is unfortunate and inhuman as none of the   representations of the aggrieved officials was considered by the bureaucrats.  Service Unions plea to consider revision of transfers is out rightly rejected. Kindly find details in our letter of 23.5.13 – Annexure D ).

           This meeting urges the administration to reconsider the cases and render justice to the aggrieved officials immediately.

MAINTENANCE OF DEPUTATION ROSTER AT KOVILPATTI HO:-

           Postmaster, Kovilpatti HO makes deputations to his whim and fancy without considering hue and cry of the staff.  This meeting resolves that Postmaster, Kovilpatti HO be instructed suitably to maintain a roster  to depute hands on their turn.

ISSUE OF LR PA LIST:-
  
            Issue / Circulate Leave Reserve PA list for Kovilpatti Division identifying PA s for deputation  at HOs / LSG SOs to which they are attached.

REGULARISATION OF PROVISIONAL GDS APPOINTEES UNDUE DELAY IS CAUSED :-

           Regularization of services of Provisional appointees GDS employees ( GDS BPM, GDS MD etc., ) by issue of formal appointment order as delay is caused in this regard even after lapse of 1-3 three years of their appointment depriving them of various monetary legitimate benefits such as Bonus Maternity benefits for women GDS Annual increment scholarships etc., ( More or less 40 cases are pending – ANNEXURE A)

CONVERSION INTO  NO QUARTERS OFFICE – KADAMBUR SO

            SPM’s quarters portion at Kadambur SO is inadequate for housing a family.  This meeting urges upon administration to take remedial action to convert the PO into no quarters office.

REVISION OF WAGES TO PTC EMPLOYEES UNDER ORDERS IN FORCE:-
 
        Revision of wages of Casual Labourers / PTC staff based on Directorate letter No.1-3/97 PAP dt 03.11.1998 / Prorata  basis wrt the minimum pay scale of Group D as per CCS ( RP) Rules 1997 plus admissible DA thereon by invoking GID under Rule 336 of FHB Vol.I. In Kovilpatti  Dn., No formal order fixing their wages is issued in Kovilpatti Dn.

Note : Wages of CLs/PTC workers are regulated in Kerala Circle in the light of the above.   The CPMG, Andhira Circle has also issued clarification on line with CPMG Kerala Circle as above.  Stipulations, copies of which are enclosed for ready reference (Annexure B & C ).  In Kovilpatti Postal Division more or less 150 PTC workers are engaged for sweeping / water   carrying / scavenging work and they are continued to be deprived of the wages due for them under the stipulations narrated above.

PROVIDE MAN POWER FOR SUCCESSFUL IMPLEMENTATION OF TRANSFER OF TEN GDS BOS FROM SANKARANKOVIL BAZAAR SO TO OTHER SOS :-
      
            High amount of adverse implication is noticed in the process of transfer of ten GDS BOs from Sankarankovil Bazaar NDSO to Mullikulam / Melanilithanallur / Kuruvikulam / Virasigamani Delivery SOs in the wake of revising route of generation of accountable articles received for delivery in those GDS BOs through the said Sankarankovil NDSO and improving tracking facilities of those in put articles in electronic system.

( i ) Mail arrangements are seriously disrupted.  Unscientific routes are selected / circuiteus routing of mails is noticed in revised arrangements.  Nearby SOs were not  chosen for attachment of the GDS BOs. 
(ii )SB work is seriously disrupted work of assigning new account numbers of each category of accounts of SB schemes for 10 GDS BOs and effecting transfers between Post  Offices are laborious.  Public customers suffer a lot by action of DO all of a sudden man power shortages makes serious delay in the process of implementation of the DO’s proposal.   Technological improvements would have been achieved as well in this regard, had Sankarankovil Bazaar NDSO been converted into a Delivery       SO which is justified in all respects for such a conversion at Sankarankovil Town a  traffic developed area with its growing populations been allotted a Pincode  number for the puspose and been allowed to function with its GDS BOs and erstwhile mail arrangements.   Administration should provide adequate man power at HO and SOs concerned Sankarankovil Bazaar, Mullikulam, Kuruvikulam, Melanilithanallur and  Virasigamani SOs to complete the Task immediately.

GRANT OF MACP – CONSIDER CASES OF OVER DUE

           Grant Financial up gradation to the staff under MACP scheme for whom it is over due by convening a supplementary DPC at the earliest ( 21 cases pending )

          Grant Third Financial up gradation under MACP scheme to one Shri.G. Subbiah, APM, Kovilpatti HO.  The official is completing forty years of service in Group C cadre and stagnating in a same ( erstwhile BCR- HSG II) scale for the past 14 years.  He retires on superannuation in few months.

EXPEDITIOUS SETTLEMENT OF DEATH CLAIMS OF DECEASED GDS AND RETIRAL BENEFITS OF GDS:-
    
          Arrange sanction of death claims to the families of deceased GDS staff, retiral benefits of those GDS who were discharged on attaining age of 65 years and sanction of severance amount entitled to those GDS staff who were promoted to regular Group D / Postman cadres in pursuance of recent DGP’s orders which makes the Divisional Head Sole authority to sanction and settle the claims expeditiously as possible.  List of aggrieved cases in this regard is enclosed – Annexure E.

           Arrange early settlement of CGEIS insurance benefit to retired GDS Staff as several cases are pending.

DRAWN UP MDW FOR GROUP C STAFF DUTY CHARTS TO GROUP D STAFF AT KOVILPATTI HO:-

         This meeting resolves that  Memo of Distribution of work should be drawn up and implemented at Kovilpatti  HO for Group D staff and also for Group C staff of various  branches of the HO as is stipulated under the rules on the subject.

EMPLOYMENT OF GDS SUBSTITUTUES AGAINST WATCHMAN POST WITHOUT WAGES:-
      
     GDS substitutes are employed to look after Day and Night Watchman duties on Sundays and Holidays at Kovilpatti HO / Sankarankovil HO / Tenkasi HO in absence of regular Group D they are deprived of wages for performance of the duties against Watchman ( Group D) posts.

            It is to be stated that these GDS are regularly / continuously engaged  for 6 days in a week followed by Holiday against Group D / Postman posts for whom Holiday or Off duty wages is entitled by condition of rules on the subject and such of those GDS staff cannot be called on to duty in such a contingency during Sunday or Holiday unless otherwise they are suitably compensated to perform duties on those days.  Thus the GDS substitutes are exploited without wages in this regard.

             Engage regular MTC Group C against watchman posts during Holidays and Sundays in those contingencies if he is available with the establishment of the HO by suitably compensating the regular staff in way of granting either OTA for twelve hours or compensatory off for performance of duty as night or day watchman at the HO as per the stipulation on the subject.

BRINGING STAFF ON DUTY ON HOLIDAYS VIOLATING DGP ORDER:-

          This meet resolves that the existing  practice of bringing DO staff, Kovilpatti on duty on Saturday be dispensed with in the light of recent DoP’s orders and the staff be  permitted to avail break to meet the personal engagement of their  family.

GROSS VIOLATION OF PRESCRIBED PROCEDURE IN MAKING GDS SUBSTITUTE ARRANGEMENTS BY POSTMASTER, KOVILPATTI
  
           Head Postmaster, Kovilpatti HO makes substitute arrangements against vacant Group D posts of Kovilpatti to his whim and fancy in gross violation of the rules on the subject.

( i )    He quashes substitute arrangement made for the post of Watchman, Kovilpatti HO recently and appoints another man GDS MP, Lakshmipuram to his favour to  perform duty as Watchman in name of seniority.

( ii )  He terminates services of a substitute ( Shri.S. Arumugam , GDS MD, K.R.Nagar ) Group D, Kovilpatti HO who had been employed against the Gr. D post since 2004 by his predecessors Postmasters and inducts another GDS in the resultant vacancy  in name of maintaining seniority.

( iii ) Postmaster, initially appointed one Shri.Yoshuva as MTS Gr.C, SB Branch of  Kovilpatti HO on regular basis and thereafter shifted him to MTS Gr. C, Accounts branch.  In the resultant vacancy of Gr. D SB Branch one  Kum. Guruvammal, GDS Packer, Ilayarasanendal SO was permitted to work as substitute for some time and thereafter her substitute arrangement was abruptly terminated.  In her place one Shri.Mohan, GDS MC, Kulakkattakurichi GDS BO in a/w Ilayrasanendal SO has been ordered to work as Gr. D, SB Branch in name of maintaining seniority.

              Thus substitute arrangements made by Postmaster for post of Watchman, Mail Peon and Gr. D SB Branch of Kovilpatti HO recently quashing the arrangements made earlier by his predecessors Postmaster is whimsical and clear cases of favouritism.
               This meeting therefore urges upon SSP, Kovilpatti Dn. to intervene, instruct Postmaster, Kovilpatti HO to take back Shri.S. Arumugam, GDS MD, K.R.Nagar to work substitute Gr D, Kovilpatti HO as the latter had been employed against the post for a pretty long time since 2004 and advise him to adhere to the prescribed procedure in regard to filling up of regular Gr. D vacancies with GDS substitutes.

HARRASMENT IN PROCURING RPLI BUSINESS:-

           This meeting resolves that the administration unleashed atrocities against staff especially against GDS staff in the wake of procurement of RPLI policies in name of fixing / achieving unscientific targets which is in contravention of the assurances of Chief PMG, Tamilnadu Circle once and again to prevent such exercise, stop harassment in this regard forthwith.

SANCTIONING RPLI INCENTIVE BILLS OF STAFF :-
i)             Abnormal delay is caused in passing RPLI incentive bills of staff
           including GDS.  Sanction the bills immediately.
ii)            Similar is the case regarding passing of large number of TA bills sanction.

DELAY IN GRANT OF TREASURY ALLOWANCE :

            There is undue delay in the grant of special allowance to one Sri.P. Sokkalal for having worked as  Treasurer / Assistant Treasurer, Kovilpatti HO during the period 2010-2011.  This meet urges administration to sanction the claim to the official early.

SUPPLY COPY OF GDS GRADATION LIST TO SERVICE UNIONS:-
         
         There is undue delay in supply of a copy of Gradation List of GDS employees of Kovilpatti Division despite commitment of SSPOs., Kovilpatti recorded in Minutes of monthly meeting ones and again.  Supply the GL immediately.

SERIOUS DISRUPTION IN FUNCTIONING OF PUDUR SO:-
             At Pudur SO, computer is burnt, UPS has gone out of order.  Generator is under repair.  Take remedial steps and restore normal functioning in the SO early.  At Vilathikulam SO and Kovilpatti Town SO, UPS are out of order early remedial steps are to be taken for its rectification and normalcy.
             Replacement of old UPS has become necessary in Puliyangudi and Sivagiri SOs.

FIXATION OF TRCA TO PROVISIOANL APPOINTEE GDS EMPLOYEES:-
     
      Provisional appointees GDS BPM, GDS MD etc., are drawing minimum of TRCA lower scale in Kovilpatti Division in absence of a mention regarding TRCA to be drawn to them in the provisional appointment orders issued by SSP, Kovilpatti Dn., and Sub Appointing Authorities concerned, whereas Postal Directorate lays down for drawal of minimum of TRCA that the predecessor GDS was drawing at the time of quitting the post.
            This meeting urges the administration to take a review in this regard and render justice to the provisional appointees GDS staff to get the wages due for them from the date of their provisional appointments early.

RECURRING DELAY IN PAYMENT OF OAP eMOs OF TALUK OFFICES IN POST OFFICES OF KOVILPATTI DIVISION.

           Taluk authorities present at HPOs various social security schemes eMOs including OAP which is major proportion at the prescribed date 7th to 10th of each month whereas undue delay is caused at the Post Offices to take printout and send it for payment is due to acute scarcity of eMO payment forms in these offices.  SOs are also sailing on the same boat.  Supply of the form made by PSD, Tirunelveli to the Post Offices is either  inadequate or NIL to meet requirement.  Handy cap is felt in getting timely supply from DO too.  Thus eMOs in this respect are released after a minimum delay of 10 days.
              As our Department is depending upon customer care centric  and strictly  adopting a citizen charter of its own Divisional Administration should come forward to eliminate avoidable delay in this regard by ensuring supply of adequate computer papers during Ist week of each month to all HOs / SOs of Kovilpatti Division.

FILLING UP GDS VACANCIES IN LARGE NUMBERS IN KOVILPATTI DIVISION :
       
          Large number of vacancies in GDS cadre exist in Kovilpatti Dn despite recent DGP’s orders in favour of early filling up ( More or less 50 vacancies remain unfilled – Annexure F ).  DO should take action to fill up GDS vacant posts early pulling on SAAs too in this regard.

AUGMENTATION OF GROUP D AT SENGOTTAI HSG II SO

         At Sengottai SO heavy amount of work load exist and existing one Group D plus GDS Packer are not in a position to cope up with the work.  DO already pursued the issue and collected statistics whereas it is still pending in name of verification.  This meeting urges SSPOs to arrange creation of a Group D post or settle it through redeployment.

FUNCTIONING OF WORK PLACE TRAINING CENTRE:-
    
       This meet resolves that the functioning of Work Place Training Centre set up at the Office Of SSP, Kovilpatti Dn., on being provided with all required infrastructural facilities at  a high cost under the supervision of Head Postmaster, Kovilpatti HO to improve proficiency of staff of Kovilpatti Division as a whole in the midst of amid implementation of Project Arrow Scheme and Core Banking Solutions in the field of mail delivery operations and Savings Bank transactions by the Department of Post to achieve its perspectives within spells of time frame proposed is far from  satisfactory.

( i ) The Local Training Centre is made instrument  to eliminate arrear work in RPLI branch of DO or to carry out scrutinizes and checks  over RPLI proposals of several thousand procured in past years ones and again that   were already duly verified by sections staff and countersigned by the SSPOs, for its promptness and to manage MPCM  Counter  II, by utilizing the services of all  trainees,    ten in number  during the period of training.

           This meet urges upon administration to revitalize the training centre evolving good methods and materials to serve the purpose of its constitution and its healthy functioning for appreciation of all including the trainees so deputed from various corners of the division in amidst hope, proficiency development beside acute staff shortages.
