DISCUSSIONS ON THE PENDING JCM SUBJECTS IN THE JCM (DC) STANDING COMMITTEE MEETING HELD IN 23.08.2013

The standing committee meeting of JCM (DC) was held on 23.08.2013 under the chairmanship of Member (O) to discuss the pending items of the last JCM (DC). Com. K. V. Sridharan, Leader Staff side, Com. Giriraj Singh, Secretary Staff Side, Com. M. Krishnan, Secretary General NFPE Com. D. Theagarajan, Secretary General FNPO represented the staff side. Com. Ishwar Singh Dabas, General Secretary, P4 NFPE, Com. T. N. Rahate General Secretary P4, FNPO were also present to discuss the postmen related issues.

The following are the decision in respect of important items.

1.         A new chairperson will be nominated with in a fortnight for further continuance of cadre restructuring proposal. A meeting with the staff side will be held within one month.
2.         The case of System Assistant will be looked into by the cadre review committee. The uniform duties and other ten demands pertaining to system administrators will be discussed in the same committee.
3.         Droping the practice of obtaining fidelity bond will be reviewed once again.
4.         The protection of pay of the defunct scale of PO & RMS Accountant case is being reviewed.
5.         The revision of cash allowance to the SPMs handling cash in the absence of treasurer will be finalized at the earliest possible.
6.         The committee reports for enhancing the line limits for cash remittance will be decided within a month. Providing van for cash conveyance for MNERGA payment will be considered.
7.         Fixing of norms to PSD and CSD will be considered only after the implementation of IT modernisation project.
8.         Allowing the physically challenged officials to appear in the IP examination, the referred case has not yet been finalized by the department of Social Justice. One more reminder and personal approach to expedite the approval will be made.
9.         The revised HSG I Recruitment rules ensuring 100% HSG I Posts to General line is under process. The revised recruitment rules for HSG I will be finalized within two months.
10.      The proposal for payment of incentive instead of honorarium for processing PLI/RPLI proposal will be finalized shortly. We pointed out about non-payment of RPLI incentive on monthly basis as per 2009, orders in most of the circles. It was assured to issue instructions to adhere the said instructions scrupulously. We pointed out the inadequate allotment of funds of clearing the pending incentive bills to the field officers and Agents and requested to allot the sufficient fund to wipe out all the pending bills forthwith. This was assured.
11.      The proposal for the grant of Excess duty allowance or restoration of charge allowance to the SPMs working in single and Double handed post offices will be considered.
12.      The issue regarding the counting of training period for the benefits of promotion under TBOP/BCR scheme as per the court judgment will be considered after getting the law ministry opinion as well as its implementation in respect of U.P circle at first.
13.      Holding of examination for the post of AMM in MMS and holding DPC for Dy. Manager MMS will be finalized within two months.
14.      The issue of appointment of Superintendent, Sorting in RMS will be finalized shortly.
15.      The staff side demanded to record disagreement in respect of the denial of cash handling allowance to treasures at par with cashiers. The chairman inform that we will have one more attempt with MoF. The staff side assured to submit a fresh detailed not above the justification in this case.
16.      The committee constituted to discuss about Group ‘B’ promotion under the chairmanship of Shir. V. K. Tiwari DDG (R&P) will finalise its recommendation within one month. The staff side presented our views which is enclosed herewith for the consumption of all comrades.
17.      In the issue of anomaly in the preparation of PA gradation list, we insisted whatever settled earlier should not be reopened. This was agreed and DDG (P) assured to give appropriate instruction to Tamilnadu Circle.
18.      Orders issued for protection of pay to employees who seek transfer to a lower post under FR 15(a)/under Rule 38.
19.      Construction for department building for DPA at Hyderabad. Proposal not agreed. In respect of Trivandrum and Patna, this is under process.
20.      Demand fresh establishment review for proposal/revival sanction of peripheral HRA will not be insisted hereafter. Proposal to upgrade the cities for drawal of HRA as per the 2011 census will be take up with MoF.
21.      The unjustified three conditions imposed for appearing IP examination for the departmental quota vacancies will be reviewed and modified shortly.
22.      The Civil wing Karnataka circle ensured the safety of the existing building at Kodial bail HSG I in Mangalore division and no possibility of new construction. As the accommodation is far below the SOA we insisted for shifting of the PO for a better building which will be examined.
23.      The construction work began for the new departmental building at Itanagar HO/North East Circle.
24.      The incentive for IMT work will be finalized shortly. The file is new pending with internal finance for approval.
25.      The recovery imposed on official for interest paid on PPF Accounts in case of Karnataka circle have been ordered to refund to the officials like Mysore and case settled.
26.      In case of fixation of pay for MTS by separate fixation for each MACP has been referred to the nodal ministry for clarification.
27.      Taking dies non period for reckoning of continuous service for grant of MACP will be further examined. We pleaded, in the MACP order, there is no qualifying service and it should be on continuous service for grant of MACP and thus all EXOL, dies non period should be taken as service.
28.      Orders have been issued with regard to recovery of Postage in case of foreign articles returned due to non availability of service – case settled.
29.      Clarification has been issued to fix 1800 grade pay after training for the canteen employees – case settled.
30.      The earlier order denying arrears on encashment of earned leave is modified and orders issued to pay the difference in encashment of EL for availing LTC.
31.      Orders issued to CPmGs to hold immediate DPCs for filling up of all vacant LSG, HSG II and HSG I.
32.      Orders will be issued shortly in relaxing the standard to GDS belonging to SC/ST quota in the appointment of Postal Assistant in the revised PA/SA Recruitment rules. One more instructions will be issue to all circle heads to have a special drive to fill up all the vacancies of PA, Postman etc. kept under residual vacancies.
33.      As the finalization revised recruitment rules for PA/SA is delayed due to non clearance by nodal ministries. It is decided to fill up the PA vacancies of circle office as per the existing recruitment rules.
34.      Orders issued by promoting the OS as AD recruitment.
35.      The earlier instructions will be reiterated in respect of observation of tenure in RMS, HRO and divisional offices.
36.      The IP Posts under Direct recruitment in J&K Circle cannot be filled up due to non allotment from UPSC.
37.      Clarifications were issued for short drawal of Grade pay in case of pharmacists in P&T dispensary.
38.      The recovery effected from the commutation of pension has been stopped as per OM dated 10.02.2009.
39.      A module will be finalised by the Directorate within two months for imparting training to the Group ‘D’ selected under Blind Quota for upgradation of their Grade pay to 1800/-
40.      A reference will be made to the nodal ministry for the grant of grade pay of Rs. 1800- to MTS who retired/expired from service after 13.08.2008 without having been imparted training.
41.      In respect of fixing of norms for postman work, a separate meeting will be held.
42.      The revision of double duty allowance is under active consideration.
43.      The demand for revision of LR strength as per volume IV has been disputed by the official side by citing the MOF order dated 24.08.1995. we are not accepting and conveyed to come up with full details in the next meeting.
44.      A provision will be made in the revised module software in Accounts for online facility of GPF Accounts directly by the officials.
45.      Updating Postal manual, Volumes are underway by a special team. It will be fianlised at the earliest possible.
46.      The proposal for bifurcation of Bastar Division is considered. The proposal for redeployment of Group ‘B’ posts for creation of separate division is under consideration.
47.      All circle heads will be addressed for the timely supply of uniforms to the officials. The staff side is also requested to furnish the details in case of non supply of uniforms to the officials in respect of any circle.
48. Staff side insisted for providing more feeder cadre post in case of PO & RMS. Account line officials and assured to submit a brief note on this for consideration. The meeting ended with the vote of thanks to the chair.

          Sub: Appointment against GDS Posts on observing all formalities
                   Attached therewith – regarding.
         
          We bring the following to the kind notice of the SSPOs with the request for taking an appropriate early remedial action.


2.       After observing all formalities in regard to recruitment / regular appointment processes, GDS Posts are, on getting approval from Regional Office, filled up, whereas the GDS incumbents so selected and appointed against the posts are denied the following benefits accrued thereon and entitled to them on their regular appointments in Kovilpatti Division in disregard of the DG (P)’s orders in this regard.  (Ref: DG (P) No.6-1/2009 PE II dt 9-10-2009 communicated in the PMG SR Madurai 625002 letter No.EST/121-121/s (o) Pt dt 12-10-2009)

            1. Bonus
            2. Leave with pay
            3. Annual increase of Pay
            4. Counting of service for purpose of appearing promotional examination and retiral benefits.


3.         Restriction imposed by the DGP is that fitment of TRCA for new entrants / appointees should be minimum stage of the TRCA scale that had been permitted to predecessor GDS who vacated the post and revision of TRCA for new entrants should be under, taken on lapse of one year after ensuring that the GDS is continuously working against the post, based on work load statistics collected afresh.
                                                
4.          Thus new appointees are treated “Provisional appointees “by the DDOs (Head Postmasters) for fitment of their TRCA in this regard and such restriction of the DG (P) is not for freezing their entitlements such as bonus, annual increase of Pay, Leave etc., misinterpreting the DG(P)”s orders in this regard otherwise and depriving those legitimate benefits by the reason of their regular appointments that abide by all formalities including furnishing security etc.  prescribed thereon.


5.1        The cases of non drawal of annual increase of pay even after rendering a service of one year to the new appointees by the DDO are noticed on the pretext that minimum stage of TRCA of such appointees would be reviewed and refixed after one year by the Divisional Head.


5.2       Cases of non drawal of Bonus for several years in our division to new appointees are also noticed as the Divisional Office did not come forward to review their work load and revise their TRCA immediately on lapse of one year, as is prescribed in the DOP’s orders, and as such they were being treated to be provisional appointees by the DDO’s (HOs) for subsequent years too.  The Sub Appointing Authorities have also erred in making appointments of new recruits regular to facilitate drawal of bonus to the GDS.  GDS BPM, Iluppaiyurani BO is precise example of this type who fell victim for years.


          Thus high exploitation in extending benefits and concessions to the new recruits prevails in our division by erroneously apprehending / treating them “Provisional Appointees” for years together nullifying the spirit of the DG(P) orders in this respect.


6.       Kindly find herewith an appointment order issued by Sub Divisional Head (ie) ASPOs, Kovilpatti West Sub Division with respect to the post of GDS MD/MC, Iluppaiyurani GDS BO in account with Lakshmipuram SO under the jurisdiction of Kovilpatti HO in favour of one Shri.Alagarsamy. R.,   We appreciate the appointment order which spelt out in clear term that the appointment of the said GDS candidate, Shri.R. Alagarsamy is regular from the date of entry thereby creating no hurdle for drawal of those benefits and concessions in respect Bonus, Annual Increase of Pay, Leave etc.,

7.       We would therefore request the SSPOs to consider all above and arrange to issue appointment orders on regular basis for large number of GDS of this type as are detailed in the Annexure enclosed and not to let them continue to be deprived a lot in this regard further more.

DA FORMULA MAY GOING TO BE CHANGED 

New series of Consumer Price Index (Base for calculation of D.A) under preparation:
Ministry of Labour and Employment, Government of India has decided to prepare a new series of Consumer Price Index for Industrial Workers. 

For this purpose, Government has set up a Standing Tripartite Committee (STC) to advise the Government on issues pertaining to the Consumer Price Index for Industrial Workers (New Series).

The STC will go into details of various parameters that are taken into consideration for updation of the base year such as the weighting diagram, consumption basket, selection of centres, sample size of establishments for price collection etc.

Government has no specific information about the skilled/semi-skilled worker outsourced by the Central Government /State Governments through contractors not being paid as per the CPI. 

However, the Contract Labour Act, 1970 inter-alia, contains provisions for payment of wages to these category of workers. 

The contract workers are also entitled to receive minimum wages as notified by the appropriate Governments from time to time.

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.

                       குறிப்பாக நமது GDS கோட்ட செயலாளர் தோழர் பாலு அவர்களை

வருவதற்கு மறுப்பு தெரிவித்தார்.

                      SSP அவர்களின் இந்த நடவடிக்கை நமது கோரிக்கைகளை

நிறை வேற்றுவதாக தெரியவில்லை. மாறாக அவர் கொடுத்துள்ள பதில்கள்

மாதாந்திர பேட்டியில் கொடுக்கும் பதிலை விட மோசமாக உள்ளது .

           Menance of man power shortages is at its height now in the Post Offices of Kovilpatti Division as is indicated below:

Shortage is added by deputation of PAs to LSG / HSG Posts, Ten PAs are constantly on training.
 
         All Post Offices are defined for adopting Project Arrow principles and attachment of adequate man power is primary important emphasized under the rules of the Scheme itself.  On the other hand Core Banking Solutions in SB sector has come forefront for implementation involving rectification of huge amount DB analyser discrepancies with reference to records of past years.

        This meeting resolves that SSPOs, Kovilpatti Dn., should take comprehensive action to permit eligible GDS employees and retired personnel to be engaged as substitutes for the vacancies in Post Offices upto the extant of sanctioned strength of staff to eliminate menace of staff shortages in all spheres of services early.

Request is not accepted. Services of Postman may be utilized for feeding accountable articles in the system.  Services of SDPA may be utilized.

ATTACHMENT OF STAFF AT DO ALL ABOVE SANCTIONED STRENGTH:-

          This meet resolves that working strength of OAs at the office of SSPOs, Kovilpatti Division is highly mismatching with the sanctioned strength of DO.  Staff are excessively dumbed in the name of deputation to DO for unspecified period.  Restore them to operative Offices of their origin as work of these offices are highly deteriorated and as these offices are attached with highly customer care centric under citizen charter formulated by the Department of Posts.  The following operative offices are highly aggrieved and affected in this regard.
( i )  Kovilpatti HO
( ii ) Pudur SO
( iii )Nalatinputhur SO
             Finalize regular selection of OAs and their assignment  for each branch of DO desisting deputations for long duration as is the practice now adopted at DO on seeking permission of the DPS for retaining junior officials if necessary.

The officials on deputation at Divisional Office will be sent back after completion to RPLI data correction work.

SUPPLY OF UNIFORM / KIT ITEMS TO POSTMEN AND GROUP D STAFF OVERDUE.

           This meeting resolves that uniforms and chappals be supplied to all eligible officials of this Division immediately as the supply is overdue.

On receipt of supply from supply sources, uniform/kit items will be supplied.

ROTATIONAL TRANSFERS 2013 – STAFF GRIEVANCES STILL REMAIN UNSETTLED:-

          This meet resolves that Rotational Transfers ordered this year are arbitrary in nature in several cases and in utter disregard of the RT policy guidelines of this year by the Directorate.  Large number  of staff were transferred to remote stations of their present place of their working and against places of their option where staff vacancies exist.  Rejection of their genuine cries for revision of transfers by the administration is unfortunate and inhuman as none of the   representations of the aggrieved officials was considered by the bureaucrats.  Service Unions plea to consider revision of transfers is out rightly rejected. Kindly find details in our letter of 23.5.13 – Annexure D ).

           This meeting urges the administration to reconsider the cases and render justice to the aggrieved officials immediately.

REGULARISATION OF PROVISIONAL GDS APPOINTEES UNDUE DELAY IS CAUSED :-

           Regularization of services of Provisional appointees GDS employees ( GDS BPM, GDS MD etc., ) by issue of formal appointment order as delay is caused in this regard even after lapse of 1-3 three years of their appointment depriving them of various monetary legitimate benefits such as Bonus Maternity benefits for women GDS Annual increment scholarships etc., ( More or less 40 cases are pending – ANNEXURE A)

Due to non receipt of verification report of Mark sheet, community certificate and PVR the issue of regular orders is delayed.  Will be issued on receipt of verification.

REVISION OF WAGES TO PTC EMPLOYEES UNDER ORDERS IN FORCE:-
 
        Revision of wages of Casual Labourers / PTC staff based on Directorate letter No.1-3/97 PAP dt 03.11.1998 / Prorata  basis wrt the minimum pay scale of Group D as per CCS ( RP) Rules 1997 plus admissible DA thereon by invoking GID under Rule 336 of FHB Vol.I. In Kovilpatti  Dn., No formal order fixing their wages is issued in Kovilpatti Dn.

Note : Wages of CLs/PTC workers are regulated in Kerala Circle in the light of the above.   The CPMG, Andhira Circle has also issued clarification on line with CPMG Kerala Circle as above.  Stipulations, copies of which are enclosed for ready reference (Annexure B & C ).  In Kovilpatti Postal Division more or less 150 PTC workers are engaged for sweeping / water   carrying / scavenging work and they are continued to be deprived of the wages due for them under the stipulations narrated above. 

No PTC employees available in our Division.  Directorate orders No. 4-4/2009-PCC dated 29.12.2010 was implemented in this Division.

PROVIDE MAN POWER FOR SUCCESSFUL IMPLEMENTATION OF TRANSFER OF TEN GDS BOS FROM SANKARANKOVIL BAZAAR SO TO OTHER SOS :-
      
            High amount of adverse implication is noticed in the process of transfer of ten GDS BOs from Sankarankovil Bazaar NDSO to Mullikulam / Melanilithanallur / Kuruvikulam / Virasigamani Delivery SOs in the wake of revising route of generation of accountable articles received for delivery in those GDS BOs through the said Sankarankovil NDSO and improving tracking facilities of those in put articles in electronic system.

( i ) Mail arrangements are seriously disrupted.  Unscientific routes are selected / circuiteus routing of mails is noticed in revised arrangements.  Nearby SOs were not  chosen for attachment of the GDS BOs. 
(ii )SB work is seriously disrupted work of assigning new account numbers of each category of accounts of SB schemes for 10 GDS BOs and effecting transfers between Post  Offices are laborious.  Public customers suffer a lot by action of DO all of a sudden man power shortages makes serious delay in the process of implementation of the DO’s proposal.   Technological improvements would have been achieved as well in this regard, had Sankarankovil Bazaar NDSO been converted into a Delivery       SO which is justified in all respects for such a conversion at Sankarankovil Town a  traffic developed area with its growing populations been allotted a Pincode  number for the puspose and been allowed to function with its GDS BOs and erstwhile mail arrangements.   Administration should provide adequate man power at HO and SOs concerned Sankarankovil Bazaar, Mullikulam, Kuruvikulam, Melanilithanallur and  Virasigamani SOs to complete the Task immediately.

Deputation arranged to KV Nallur and Mullikulam.  MN Nallur & Virasigamani transfer of accounts is being done by the existing staff.  Deputation will be arranged for Kuruvikulam.

GRANT OF MACP – CONSIDER CASES OF OVER DUE

           Grant Financial up gradation to the staff under MACP scheme for whom it is over due by convening a supplementary DPC at the earliest ( 21 cases pending )

DPC for MACP will be convened during the 1st week of September including the pending cases.

          Grant Third Financial up gradation under MACP scheme to one Shri.G. Subbiah, APM, Kovilpatti HO.  The official is completing forty years of service in Group C cadre and stagnating in a same ( erstwhile BCR- HSG II) scale for the past 14 years.  He retires on superannuation in few months.

The case of Shri G. Subbiah will also placed in the same DPC proposed to convene during the first week of September.

EXPEDITIOUS SETTLEMENT OF DEATH CLAIMS OF DECEASED GDS AND RETIRAL BENEFITS OF GDS:-
    
          Arrange sanction of death claims to the families of deceased GDS staff, retiral benefits of those GDS who were discharged on attaining age of 65 years and sanction of severance amount entitled to those GDS staff who were promoted to regular Group D / Postman cadres in pursuance of recent DGP’s orders which makes the Divisional Head Sole authority to sanction and settle the claims expeditiously as possible.  List of aggrieved cases in this regard is enclosed – Annexure E.

           Arrange early settlement of CGEIS insurance benefit to retired GDS Staff as several cases are pending.

         This meeting resolves that  Memo of Distribution of work should be drawn up and implemented at Kovilpatti  HO for Group D staff and also for Group C staff of various  branches of the HO as is stipulated under the rules on the subject.  

The PM Kovilpatti HO was instructed to prepare revised MDW and duty chart to MTS staff immediately and to forward to DO for approval

EMPLOYMENT OF GDS SUBSTITUTUES AGAINST WATCHMAN POST WITHOUT WAGES:-
      
     GDS substitutes are employed to look after Day and Night Watchman duties on Sundays and Holidays at Kovilpatti HO / Sankarankovil HO / Tenkasi HO in absence of regular Group D they are deprived of wages for performance of the duties against Watchman ( Group D) posts.

            It is to be stated that these GDS are regularly / continuously engaged  for 6 days in a week followed by Holiday against Group D / Postman posts for whom Holiday or Off duty wages is entitled by condition of rules on the subject and such of those GDS staff cannot be called on to duty in such a contingency during Sunday or Holiday unless otherwise they are suitably compensated to perform duties on those days.  Thus the GDS substitutes are exploited without wages in this regard.

             Engage regular MTC Group C against watchman posts during Holidays and Sundays in those contingencies if he is available with the establishment of the HO by suitably compensating the regular staff in way of granting either OTA for twelve hours or compensatory off for performance of duty as night or day watchman at the HO as per the stipulation on the subject.

This will be examined.

BRINGING STAFF ON DUTY ON HOLIDAYS VIOLATING DGP ORDER:-

          This meet resolves that the existing  practice of bringing DO staff, Kovilpatti on duty on Saturday be dispensed with in the light of recent DoP’s orders and the staff be  permitted to avail break to meet the personal engagement of their  family.

DO staff came to office on Saturday on their own accord to complete their branch pending works.

GROSS VIOLATION OF PRESCRIBED PROCEDURE IN MAKING GDS SUBSTITUTE ARRANGEMENTS BY POSTMASTER, KOVILPATTI
  
           Head Postmaster, Kovilpatti HO makes substitute arrangements against vacant Group D posts of Kovilpatti to his whim and fancy in gross violation of the rules on the subject.

( i )    He quashes substitute arrangement made for the post of Watchman, Kovilpatti HO recently and appoints another man GDS MP, Lakshmipuram to his favour to  perform duty as Watchman in name of seniority.

( ii )  He terminates services of a substitute ( Shri.S. Arumugam , GDS MD, K.R.Nagar ) Group D, Kovilpatti HO who had been employed against the Gr. D post since 2004 by his predecessors Postmasters and inducts another GDS in the resultant vacancy  in name of maintaining seniority.

( iii ) Postmaster, initially appointed one Shri.Yoshuva as MTS Gr.C, SB Branch of  Kovilpatti HO on regular basis and thereafter shifted him to MTS Gr. C, Accounts branch.  In the resultant vacancy of Gr. D SB Branch one  Kum. Guruvammal, GDS Packer, Ilayarasanendal SO was permitted to work as substitute for some time and thereafter her substitute arrangement was abruptly terminated.  In her place one Shri.Mohan, GDS MC, Kulakkattakurichi GDS BO in a/w Ilayrasanendal SO has been ordered to work as Gr. D, SB Branch in name of maintaining seniority.

              Thus substitute arrangements made by Postmaster for post of Watchman, Mail Peon and Gr. D SB Branch of Kovilpatti HO recently quashing the arrangements made earlier by his predecessors Postmaster is whimsical and clear cases of favouritism.
               This meeting therefore urges upon SSP, Kovilpatti Dn. to intervene, instruct Postmaster, Kovilpatti HO to take back Shri.S. Arumugam, GDS MD, K.R.Nagar to work substitute Gr D, Kovilpatti HO as the latter had been employed against the post for a pretty long time since 2004 and advise him to adhere to the prescribed procedure in regard to filling up of regular Gr. D vacancies with GDS substitutes.

Report of PM Kovilpatti HO will be called for.  However volunteers to work as MTS was already called for  from the amongst GDS officials.

HARRASMENT IN PROCURING RPLI BUSINESS:-

           This meeting resolves that the administration unleashed atrocities against staff especially against GDS staff in the wake of procurement of RPLI policies in name of fixing / achieving unscientific targets which is in contravention of the assurances of Chief PMG, Tamilnadu Circle once and again to prevent such exercise, stop harassment in this regard forthwith.

No harassment.  No compliant is received from GDS staff

i)             Abnormal delay is caused in passing RPLI incentive bills of staff
           including GDS.  Sanction the bills immediately.
ii)            Similar is the case regarding passing of large number of TA bills sanction. 

Funds received only on 19.07.2013.  Pending bills will be passed.

DELAY IN GRANT OF TREASURY ALLOWANCE :

            There is undue delay in the grant of special allowance to one Sri.P. Sokkalal for having worked as  Treasurer / Assistant Treasurer, Kovilpatti HO during the period 2010-2011.  This meet urges administration to sanction the claim to the official early.

Orders were issued on 22.07.2013 for the year 2013-13.  Statistics called for was not received back from PM Kovilpatti HO. Hence sanction was not issued for 2008 to 2010.

SERIOUS DISRUPTION IN FUNCTIONING OF PUDUR SO:-
             At Pudur SO, computer is burnt, UPS has gone out of order.  Generator is under repair.  Take remedial steps and restore normal functioning in the SO early.  At Vilathikulam SO and Kovilpatti Town SO, UPS are out of order early remedial steps are to be taken for its rectification and normalcy.
             Replacement of old UPS has become necessary in Puliyangudi and Sivagiri SOs.

1. Monitor of computer of Pudur was replaced. Genset is in working condition.  Battery is to be replaced.  The Electrician has been directed for examination and report.
       
2. All UPS are under AMC.  The SPM should contact AMC provided then and there and bring the UPS into work.

FIXATION OF TRCA TO PROVISIOANL APPOINTEE GDS EMPLOYEES:-
     
      Provisional appointees GDS BPM, GDS MD etc., are drawing minimum of TRCA lower scale in Kovilpatti Division in absence of a mention regarding TRCA to be drawn to them in the provisional appointment orders issued by SSP, Kovilpatti Dn., and Sub Appointing Authorities concerned, whereas Postal Directorate lays down for drawal of minimum of TRCA that the predecessor GDS was drawing at the time of quitting the post.
            This meeting urges the administration to take a review in this regard and render justice to the provisional appointees GDS staff to get the wages due for them from the date of their provisional appointments early.

Directorate orders issued July 2012 was communicated for all HOs. All PMs will be instructed to follow the Directorate orders.

RECURRING DELAY IN PAYMENT OF OAP eMOs OF TALUK OFFICES IN POST OFFICES OF KOVILPATTI DIVISION.

           Taluk authorities present at HPOs various social security schemes eMOs including OAP which is major proportion at the prescribed date 7th to 10th of each month whereas undue delay is caused at the Post Offices to take printout and send it for payment is due to acute scarcity of eMO payment forms in these offices.  SOs are also sailing on the same boat.  Supply of the form made by PSD, Tirunelveli to the Post Offices is either  inadequate or NIL to meet requirement.  Handy cap is felt in getting timely supply from DO too.  Thus eMOs in this respect are released after a minimum delay of 10 days.
              As our Department is depending upon customer care centric  and strictly  adopting a citizen charter of its own Divisional Administration should come forward to eliminate avoidable delay in this regard by ensuring supply of adequate computer papers during Ist week of each month to all HOs / SOs of Kovilpatti Division.

Stock of computer papers is available at PSD.  Tirunelveli.  If any shortage DO will arrange supply.

FILLING UP GDS VACANCIES IN LARGE NUMBERS IN KOVILPATTI DIVISION :
       
          Large number of vacancies in GDS cadre exist in Kovilpatti Dn despite recent DGP’s orders in favour of early filling up ( More or less 50 vacancies remain unfilled – Annexure F ).  DO should take action to fill up GDS vacant posts early pulling on SAAs too in this regard.

In respect of BPM 15 posts are vacant. Notification issued for 5 posts. Report sent to RO for selection of BPM East Pandavarmangalam, Retention is to be received for 4 posts, proposal is to be submitted for 3 posts and transfer request is under process for 2 posts.  Sub Divisional heads will be instructed to fill up the vacant post immediately.

AUGMENTATION OF GROUP D AT SENGOTTAI HSG II SO

         At Sengottai SO heavy amount of work load exist and existing one Group D plus GDS Packer are not in a position to cope up with the work.  DO already pursued the issue and collected statistics whereas it is still pending in name of verification.  This meeting urges SSPOs to arrange creation of a Group D post or settle it through redeployment.

FUNCTIONING OF WORK PLACE TRAINING CENTRE:-
    
       This meet resolves that the functioning of Work Place Training Centre set up at the Office Of SSP, Kovilpatti Dn., on being provided with all required infrastructural facilities at  a high cost under the supervision of Head Postmaster, Kovilpatti HO to improve proficiency of staff of Kovilpatti Division as a whole in the midst of amid implementation of Project Arrow Scheme and Core Banking Solutions in the field of mail delivery operations and Savings Bank transactions by the Department of Post to achieve its perspectives within spells of time frame proposed is far from  satisfactory.

( i ) The Local Training Centre is made instrument  to eliminate arrear work in RPLI branch of DO or to carry out scrutinizes and checks  over RPLI proposals of several thousand procured in past years ones and again that   were already duly verified by sections staff and countersigned by the SSPOs, for its promptness and to manage MPCM  Counter  II, by utilizing the services of all  trainees,    ten in number  during the period of training.

           This meet urges upon administration to revitalize the training centre evolving good methods and materials to serve the purpose of its constitution and its healthy functioning for appreciation of all including the trainees so deputed from various corners of the division in amidst hope, proficiency development beside acute staff shortages.

Action will be taken to revitalize the training centre.  Required training materials will be supplied to trainees.
